  • Biographie

    Katherine is a specialist in public procurement, subsidy control and public law. She has over 19 years’ experience and has advised on procurement matters across almost all sectors over her career (e.g. education, roads, transport, defence, energy, IT and health) for both public and private organisations. In recent years, her practice has had a particular focus on development and regeneration deals; advising clients as to when these arrangements do or do not fall within the procurement regime.

    Katherine provides strategic advice on risk and structuring at the outset of a project; summarising the procurement, state aid and vires risks concisely but providing the commercial solution so clients have the road map to deliver. She has direct commercial experience of procuring most types of contracting structures.

    Katherine also advises on procurement challenge risk and managing challenges. She recently instructed Monkton Chambers on AEW v Basingstoke Council, a notable procurement case in terms of remedies and development agreements.

    Relevant experience includes advising:

    • The London Legacy Development Corporation on the procurement of a delivery partner for two areas within the Queen Elizabeth Olympic Park; Eastwick and Sweetwater and Stratford Waterfront;
    • Transport for London on the non-OJEU’d procurement of a delivery partner to develop 10 surplus sites for build to rent;
    • Highways England on a number of complex and high value procurements including for the Smart Motorways Alliance and various innovative framework arrangements.

    Awards / rankings: Katherine has been ranked as one of the UK’s leading procurement lawyers in Chambers & Partners UK and Who’s Who Legal for a number of years; quoted in 2019 by clients as being “excellent, responsive and a pleasure to work with”.

    Professional memberships: In addition, Katherine is a member of the Procurement Lawyers’ Association; authors regular procurement blogs and publications for BCLP (including the Public Private Partnerships Law Review); drafts PLC practice notes (including its guide to the Utilities Contracts Regulations 2016); and has recently been asked to be LexisNexis PSL’s principal external procurement expert to author and update their procurement materials.
