Oliver advises on public procurement, projects, commercial law and subsidy control.

He has over 10 years’ experience across a range of sectors, with a particular focus on health and social care. Oliver’s key clients include local and national commissioners, public sector providers, and private organisations tendering for and/or appointed to provide or deliver goods, services or works.

Oliver has particular expertise in advising on all aspects of non-contentious and contentious public procurement law. He has significant experience of leading on a range of major strategic projects that fall within the scope of the procurement regulations and that often involve complex commercial and/or contractual issues.  

Oliver also advises on subsidy control law and the developing position on domestic subsidy regulation.

Oliver’s substantial experience of advising health and social care clients and his appreciation of the related regulatory framework and evolving policy objectives enables him to provide pragmatic, commercial and solution-focused advice.

Relevant experience includes advising:

• An NHS Foundation Trust on a complex, negotiated, multi-stage procurement of a regional solution with a total contract value exceeding £7bn.
• A central NHS body on a wide range of projects, including the national procurement of vehicles and the procurement of an innovative framework agreement with a value exceeding £4bn.
• A North West NHS procurement cluster (representing several large NHS bodies) on all of its procurement and commercial requirements.
• NHS bodies on defending and bringing procurement challenges, and private sector organisations on challenging defective procurement processes.
